The primary purpose of this position is to serve as a squadron scheduling specialist with responsibiity for mid-range scheduling, operational reports, schedule changes and technical guidance in support of student and instructor pilots. Position operates in a high tempo environment, typically scheduling 100-120 aircraft sorties and 40-50 simulator missions per day.

Major duties

1. Plans, coordinates, and schedules flying, simulator, and academic training events, for multiple international student classes, instructors, and resources. 2. Plans, coordinates, and schedules unprogrammed events. Coordinates with affected functions to support routine or short notice requests for classrooms and/or instructors; such as periodic Instrument Refresher Course (IRC) requirements, Red Carpet events, and Senior National Representative (SNR) day activities. 3. Represents the section with a variety of installation and functional area organizations. 4. Uses varied and advanced functions of office automation software to create, format, modify, edit, and print a variety of documents and support office operations.

What you need to qualify

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE FOR CURRENT FEDERAL EMPLOYEES: I have at least one year of specialized experience at the GS-07 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience include comprehensive knowledge of military personnel policies, Reserve mission, training methods and programs, policies, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with functional managers. Knowledge of the automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data. Ability to analyze data/products to determine adequacy of training programs and/or deficiencies thereof. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources and use basic analytical methods and techniques to determine adequacy of, or deficiencies in the scheduling function. Knowledge of the flying training program mission and objectives to perform assignments and resolve a wide range of issues using accepted practices. Knowledge of the flying training program mission and objectives to perform assignments and resolve a wide range of issues using accepted practices. OR EDUCATION: I have successfully completed graduate level education in a field directly related to this position which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have combination of specialized experience and education as described above. Therefore, applicant has a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS Internal Candidates: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS External Candidates: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements .KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the rules, concepts, techniques, procedures, and operations of flying training programs to perform specialized assignments in the academic scheduling function. 2. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources to determine quality, accuracy, and applicability. 3. Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files; a qualified typist is not required. 4. Skill in applying basic analytical methods and techniques to resolve conflicts and determine adequacy of, or deficiencies in the program. 5. Ability to use one or more established computer programs/software (Microsoft Office) to enter, maintain, sort, and retrieve organizational and/or program data. 6. Ability to communicate effectively, both orally and in writing, using tact and courtesy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
