This vacancy is for a Supervisory Human Resources Specialist position in the Human Resources Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. Major duties
Serves as a senior consultant with the ADC of Consulting Service in evaluating and making recommendations concerning overall plans and proposals for recruitment, staffing, and placement for HR support for the Decennial hiring. Evaluates the needs of the Regional Census Centers (RCC) recruitment and placement activities. Uses a high degree of technical skill, develops the overall plans, procedures, and operating methods for the staffing, recruitment and placement of excepted jobs in the Bureau’s six RCCs in support of Census 2030. Directs the hiring, placement, and training of the Bureau’s Human Resources Specialists who support the RCC. Coordinates and integrates ongoing hiring program activities with other HRD branches and staff. Analyzes problems and determines appropriate corrective measures and develops new or improved techniques to improve program effectiveness.

At the conclusion of the temporary promotion, the permanent Census employees will return to their position of record. For all other Department of Commerce (DOC) employees, this is a competitive temporary appointment opportunity not to exceed (NTE) 4 Years, this temporary appointment may be extended or terminated earlier. This position may be filled as a competitive temporary promotion opportunity not to exceed (NTE) 4 years by a current career or career-conditional Department of Commerce employee. This temporary promotion may be extended, terminated earlier, or made permanent at management's discretion. At the conclusion of the temporary promotion, the employee will return to their position of record. AND Specialized Experience: For the GG-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS/GG-14 in the Federal service. Experience for this position includes: Applying a wide range of concepts, procedures, and operating methods for the staffing, recruitment, and placement of excepted and competitive service programs. Formulating objectives to develop strategic short-term and long-term hiring solutions to complex problems in conjunction with management and other team members. Performing management advisory and consultative functions in the areas of recruitment and staffing, as well as issues that involve matters that are contentious and/or susceptible to widely varying interpretations, and require creating new techniques, establishing criteria, or developing new information. Applying Human Resources regulations, policies, and procedures as they relate to Human Capital programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
