What you'd do

This GS-7 position is an intermediate level position leading to the full performance level of GS 9. The incumbent is required to satisfactorily complete both on-the-job training and related instructions from the immediate supervisor. In a developmental capacity, the incumbent will be responsible for performing the full range of duties that generally conform to those given in the GS-9 position description.

Major duties

Major duties and responsibilities include: Monitors and manages PACT team populations. Manages Clinic Grids and Provider Profiles. Establishes and manages processes for patient assignments based on clinical input. Prepare reports, presentations and documentation for Management. Participates in VISN and VACO activities as a representative of Primary Care Participates in local and VISN PACT committees and meetings. Directs process improvement projects based on data analytics. Develops, analyzes and advises on effectiveness of work methods and procedures. Applies comparative analysis techniques to ensure the facility operates competitively with national, VISN and other facilities Challenges and validates data provided to ensure consistency and accuracy. Communicates effectively with internal and external stakeholders/customers. Works collaboratively with a multi-disciplinary team within the facility, VISN and VACO. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8:00am-4:30pm. Work schedule subject to change based on agency need. Telework: This position may be authorized for Ad-hoc telework. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07: Specialized Experience: - You must have one (1) full year of specialized experience equivalent to the GS-5 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this a Program Analyst position. Qualifying specialized experience includes: Utilizing basic concepts, Specialty PACT Knowledge, strong analytical skills, and proficiency with databases and spreadsheets, and you must have a minimum one (1) year of experience working as Patient Care Management Coordinator (PCMM). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or a bachelor's degree with Superior Academic Achievement (SAA). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience, as described above, and a bachelor's degree. GS-09 Experience- You must have one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this a Program Analyst position (GS-09). Qualifying specialized experience includes: Utilizing basic concepts, Specialty PACT Knowledge, strong analytical skills, and proficiency with databases and spreadsheets, and you must have minimum one (1) year of experience working as Patient Care Management Module Coordinator (PCMM). Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must a master's or equivalent graduate degree, 2 (two) full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. ( if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one (1) full year of graduate-level education.
