What you'd do

This position serves as a Program Analyst within a division of the Network Adequacy Department of Integrated External Networks under the Office of Integrated Veteran Care (IVC). The incumbent conducts transformational quality reviews, monitors effectiveness, and efficiency of improvement efforts. Responsibilities include program productivity, and efficiency improvements; management controls; and short- and long-range planning.

Major duties

Takes on a leadership role in organizing and conducting performance improvement efforts based on program performance and process improvement principles, methods, and tools; Conducts studies based on data analysis and advanced analytics to optimize quality, safety, effectiveness, and efficiency in automated health care systems. Develops statistical, graphical, and narrative reports and communicates findings from these studies to IVC Executive Leadership, IEN, management, and other stakeholders; Provides consultative support to management, identifying effective process measures and monitors for quality- and performance-improvement opportunities based on a variety of studies, audits, and data analysis; Conducts comprehensive research of alternative approaches to improve quality, effectiveness, and efficiency metrics, and uses that research to improve program operations. Provides guidance, advice, and consultation within Network Adequacy program and collaborates with IVC, IEN internal customers on systems redesign, program strategic direction and general planning Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m. Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/14/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrating expertise in healthcare network oversight and system redesign. Applying process improvement principles to enhance operational efficiency. Managing complex operational projects. Developing analytical methods and interpreting data to support high-level decision making. Experience interpreting and applying healthcare analytics, audit processes, and compliance requirements. Communicating effectively to build collaborative relationships with leadership, cross-functional partners, and external oversight entities.
