PROGRAM ANALYST (JOINT TRAINING & EDUCATION)

About the Position: Serves as a Training & Education Analyst for the US Army Joint Counter-UAS Office, Executive Division, as an expert in data analysis, coordination and staffing. Position is located in Arlington, Virginia.
Major duties
Apply expert knowledge of Department of Defense planning, programming, budgeting, and execution systems to facilitate long-range resource planning and program development for training. Manage training team, staff actions, projects, and working groups to synchronize training initiatives across the DoD, Joint Force, and interagency stakeholders. Monitor training concept development initiatives through all stages of conception, analysis and evaluation. Advise director and staff on training strategies, development and participates in training concept development programs, conferences, and seminars. Monitor release of information to ensure the training concepts development message is provided in a manner appropriate for the audience and purpose. Execute high-level studies, assessments, and analyses of training effectiveness, utilizing research, evaluations, and war-gaming results to inform senior leader decisions.

Specialized Experience: One year of specialized experience which includes formulating long-range organizational plans, resource programs, and/or strategic training initiatives by utilizing comprehensive knowledge of federal budgeting, planning, programming, and execution processes to support multi-faceted agency programs; developing enterprise-wide training strategies, policies, and operational requirements for counter-unmanned aircraft systems (C-UAS) or similar emerging technology programs to enhance organizational readiness and modernization; conducting complex program analysis, synchronization, and evaluations of joint, interagency, or multi-organizational training exercises, war games, or experiments to validate the effectiveness of specialized training products; and managing cross-functional projects, staff actions, and/or strategic partnerships with external agencies, service providers, or senior leadership forums to align organizational priorities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
