Please see Additional Information section below.*** You will serve as a ACCOUNTING OFFICER in the Accounting Operations of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) and Non-Foreign Post Differential (NFPD) currently set at 11.88% and 13.12%, respectively. COLA and NFPD are subject to change without notice.

Major duties

You will assist the comptroller in the management of all aspects of the command’s financial programs. You will provide expert advice on all phases of financial and cost accounting procedures to comptroller staff, program managers, cost center managers, department heads, and financial review board members. You will assure that the organization supervised conforms to the best principles of effective position management. You will be responsible for work organizational planning, setting of goals and priorities, determining staffing and equipment needs, work assignment and review. You will develop, coordinate and maintain an integrated system of financial accounting services including funds acceptance, financial reporting, financial improvement and audit readiness, cash receipts and disbursements, vendor pay, etc. You will direct and administer the collection and reporting of varied accounting data as required by the comptroller and higher authority. You will provide professional accounting advice to the command for all levels of management and represent the command on complex and technical accounting matters. You will Interpret regulations, laws, and various accounting programs for internal application for interface with all DOD activities, Federal Agencies, and Private Parties.

What you need to qualify

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Manage Department of Navy integrated financial accounting systems, communicate operational results to leadership, and support the Comptroller in overseeing the technical accuracy of Navy accounting, budgeting, and internal reviews.
