Major duties

As a Management And Program Analyst (Recent Graduate), you will perform the following duties: Perform analysis and evaluation of the effectiveness of an assigned area or program. Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation. Develop and provide technical information concerning the program or organization's operations and performance. Review and analyze policies, regulations, procedures, and system(s) requirements issued by higher authority to determine their impact on local operations. Analyze management information requirements to operate program or administrative reporting systems. Review administrative reports to determine appropriate changes or corrective action required. This Job Opportunity Announcement may be used to fill other Management And Program Analyst (Recent Graduate) GS-0343-9, FPL GS-12 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

What you need to qualify

Graduation / expect graduation date MUST be indicated on your resume. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be eligible for appointment, you must be a recent graduate who has completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree, or certificate from a qualifying, accredited educational institution with a cumulative GPA of 3.0 or higher on a 4.0 scale. A valid certificate program is post-secondary education in a qualifying educational institution that is equivalent to at least one academic year of full-time study, as defined by your university. The certificate program must also be a part of an accredited college-level, technical, vocational, trade, or business school curriculum. AND To qualify at the GS-9 level, you must meet one of the following qualification requirements: A. You have completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, if related OR C. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service obtained in either the private or public sector. Specialized experience is defined as: Providing technical assistance to customers regarding basic system operational matters; AND Drafting reports based on policies, procedures, and program requirements of the department; AND Making recommendations to improve methods of operations in accordance with standard procedures. -OR- D. COMBINATION OF EDUCATION AND EXPERIENCE: A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
