Foreign Affairs Officer / Special Assistant
What you'd do
This position is located in The Bureau of Emerging Threats, Front Office (ET/FO). ET advances a portfolio of threat-focused priorities and advances U.S. national security by anticipating and responding to national security challenges from adversary use of new technologies. ET identifies and counters emerging threats in cyberspace, outer space, critical infrastructure and undersea, quantum technologies, and artificial intelligence (AI).
Major duties
Develops foreign policy related to emerging threats such as cyberspace, outer space, critical infrastructure and undersea. Provides informational and policy planning consultations to colleagues and management officials on emerging threats, foreign affairs, and national security issues. Analyzes foreign policy issues to recommend policy and programmatic solutions in order to improve methods and meets organizational goals. Provides advisement to the supervisors on foreign policy issues related to emerging threats foreign policy priorities. Represents the Bureau at meetings, identifies policy issues, and assigns action on those within the Bureau's purview to the appropriate office.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience leading bureau-wide process improvement initiatives, diagnosing root causes of recurring issues (e.g., communication breakdowns, paper quality control) to reduced recurrence and improve operational efficiency. Experience analyzing and developing foreign policy related to emerging and evolving threat domains (e.g. cyberspace, outer space, critical infrastructure, AI) to formulate policy positions and recommendations. Experience managing special assignments and projects involving national security and foreign policy issues with evolving scope and objectives.
