What you'd do

This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Service (PDS), Data and Analytics (DA). PDS is responsible for comprehensive portfolio management and delivers products utilizing Software as a Service (SaaS), low-code, shared delivery infrastructure, and highly differentiated products, providing key applications and data to our customers.

Major duties

Major Duties: Knowledge of architectural methodologies used in the design and development of information systems, including the physical structure of a systems' internal operations and interactions with other systems. Knowledge of software engineering design and development methodologies, paradigms, and tools; the software life cycle; software reusability; and software reliability metrics. Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Performs quality assurance work that involves systematic prevention of defects, non-conformance to regulations and standards, identification of unsatisfactory trends and conditions, and correction of factors that may contribute to defective work processes or products. Maintains an in-depth, current knowledge of IT management policies and practices in order to provide direction and assist with resolving complex issues. Incumbent must be knowledgeable in cloud engineering and cloud service, knowledgeable developing and implementing cloud migration strategies and have experience diagnosing and troubleshooting network and cloud performance issues. Oversees the employment of tools and methods to develop program/project plans and reviews technology investment decisions and serves as a senior technology advisor to the Director, leveraging knowledge of and experience with complex and highly technical projects. Develops performance plans and assigns ratings; approves/disapproves ratings; identifies and provides for the development and training of employees. Position Description/PD#: Supervisory IT Specialist/PD70028A Relocation/Recruitment Incentives: Not Authorized Permanent Change of Station (PCS): Not Authorized Physical Demands: The work is sedentary, but may involve periods of walking, bending, stooping, lifting, carrying, moving (up to 50 pounds) components and supplies, reaching, pulling, and working at a keyboard and monitor. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations. Working Conditions: The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. The responsibilities of the positions require infrequent travel and may subject the incumbent to various resultant environmental changes; incumbent must be amenable to such periods of travel and to working in unfamiliar surroundings. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/14/2026. You must meet the Basic Requirements Experience, Specialized Experience and Selective Placement Factors to qualify for this series as described below: Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations AND Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: experience leading the development and operation of enterprise class Master Data Management (MDM) platforms in cloud native environments. This includes hands on ownership of mastering rules, metadata/lineage, and development or technical leadership building authoritative APIs. Evidence must show responsibility for platform component design, implementation, integration patterns (event streaming and change data capture (CDC), Extract-Transform-Load (ETL), and Extract-Load-Transform (ELT), and adhering to production SLAs. AND Specialized Experience: Specialized Experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, you must possess a minimum of one (1) year of experience equivalent to at least the GS-13 level. Specialized experience for this position is defined as: experience in a technical leadership role including engineering or architecture of cloud- native Master Data Management (MDM) services that create authoritative records while synchronizing mastered data across diverse source and consumer systems through event- driven and change data capture (CDC), Extract-Transform-Load (ETL), and Extract-Load-Transform (ELT) patterns. This experience includes leading the development of data APIs (e.g., REST) as products. Candidates must also demonstrate leadership of platform operations (observability and incident response, capacity planning and resilience) with adherence to availability, latency, and data correctness standards. Candidates must have demonstrated experience evaluating technical products and software implementation approaches to solve complex business issues, presenting options to team members and leadership to determine a path forward. Familiarity with VA data domains and integration patterns (e.g., authoritative identity and benefits repositories) is highly desirable but not required.
