What you'd do

The Supervisory Program Analyst serves as the Supervisory Program Manager for the Investment Governance Services (IGS) unit led by the Veterans Health Administration (VHA) and is organizationally aligned within VHA, Strategic Investment Management (SIM). The incumbent serves as the Director of the Investment Governance Services unit within SIM.

Major duties

Duties: Develop operational budgets and schedules to ensure SIM is effective in its approach to fulfill its program objectives. Directs the operational activities of IGS to ensure healthcare IT projects and investments meet business needs. Manages program costs. Monitors metrics used in reporting the accomplishment of health IT goals. This includes monitoring funded programs and tracking of related issues. Independently manage the budget analysis team to ensure key products are provided in support of healthcare IT. Briefs top level management officials on program/project plans, statuses, and issues. Analyze and evaluate independently or coordinate reviews of program requirements and special projects pertaining to healthcare IT investments. Assures that investment operations are executed in a manner that complies with national VHA, regulatory agencies, and standards. Uses proven management and communication skills to implement and support a program that is consistent with VA/VHA corporate goals and objectives while keeping pace with changes as they occur in the field. Responsible for managing processes and policies for competing prioritization. Considered an expert in supporting other VHA offices with their prioritization of healthcare IT needs and VA office with prioritization requirements. Leads in prioritizing the list of VHA development needs as it pertains to governance. Provide operational leadership on projects in a matrix organization. Work Schedule: Monday through Friday, 8:00 am to 4:30 pm Compressed/Flexible: Available at supervisors discretion. Telework: This position may nor be authorized for telework. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2026. You may qualify based on your experience and Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS15 position you must have served 52 weeks at the GS14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor (SPF): To qualify for this position applicants must possess the SPF and applicants who do not meet a SPF are ineligible for further consideration. Three or more years of professional knowledge in healthcare information technology, budgeting, project management, and resource management. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 14 in the normal line of progression for the occupation in the organization. Physical Requirements: The work may require some physical effort such as standing, bending, carrying of light items, such as papers, books, or other small parts.
