FSA is modernizing the systems that serve over 17 million students and power more than $120 billion in financial aid each year. We are building a team of IT professionals to strengthen the technical foundation of one of the federal government's highest-impact digital ecosystems.

However, this position may fall under the Presidential Memorandum titled "Return to In-Person Work" which will require you to go into the office if you are located within 50 miles of a Department of Education facility in these locations: Washington, DC, Dallas, TX, San Francisco, CA, Seattle, WA, Kansas City, MO, Chicago, Il, Atlanta, GA, Philadelphia, PA, New York City, NY, and location is negotiable. Actual salary will be based on location of selectee. Locality pay tables available at www.opm.gov . As a IT Project Manager, GS-2210-14, you will be responsible for: • Managing and ensuring the performance of role-specific tasks: project, time, resource, and budget management, scope management, schedule management, risk management and coordination on contracts and contracts management and oversight. • Managing the identification and coordination of technical activities of project team(s), prioritizes and facilitates technical tasks and sequence tracks of work, of IT projects/initiatives in an iterative, incremental, parallel, and time-boxed manner aligned to deliver business value. • Managing and ensures the performance of role-specific tasks: project, time, resource, and budget management, scope management, schedule management, risk management and coordination on contracts and contracts management and oversight (in role as Contracting Officer's Technical Representative [COTR]/ Contracting Office Representative [COR]). • Identifying and consulting on technical resource requirements for projects (e.g., analysts, developers, quality assurance), and onboard qualified resources to support project needs. • Managing effectively and efficiently various Information Technology (IT) projects.

What you need to qualify

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-14, if you possess the specialized experience. Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience leading cross-functional project teams utilizing agile methodologies and practices while identifying and managing associated risks, issues, contracts, and change requests to meet schedule, budget, and organizational policies and objectives to facilitate the delivery of incremental software or system enhancements. 2. Experience in applying agile methods to support technical integration, system modernization, and continuous improvement initiatives to ensure IT systems are compatible with architecture, cloud platforms, system interfaces, and cybersecurity requirements to reduce technical debt and improve release predictability. 3. Experience implementing risk and issue management processes, ensuring potential blockers are identified early, escalated appropriately, resolved and aligned with established change-control processes within agile release frameworks to adhere to program timelines and deliverables. Basic Experience Requirements You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the nine competencies listed below. 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 7. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 8. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. 9. Technical Competence – Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skill in leading and directing people, teams and programs / projects associated with IT application development; the development of mission-critical enterprise class applications, and enterprise-wide IT projects 2. Ability to deliver mission critical IT initiatives to meet organizational objectives using agile project management tools or techniques. 3. Ability to develop acquisition artifacts required to procure, and provide services for implementation, and operations and maintenance of an IT system and oversee vendor performance upon contract award. 4. Ability to lead complex IT initiatives while managing changing priorities, evolving legislative or regulatory requirements and coordinating with various internal and external stakeholders.
