Program Analyst

This vacancy is for a Program Analyst position in the Associate Director for Field Operations located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station. This Job Opportunity Announcement may be used to fill other Program Analyst, 0343-7/9/11/12, FPL GG-12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Major duties
Performs analytical work to collect, validate, and interpret program data supporting operational decisions. Assists with administrative and technical steps required to process personnel actions and hiring packages. Supports office operations through organization of documentation, communication, and process improvement activities. Analyze and manage various projects and activities timeline for a regional decentralized staff as well as providing technical advice on program operations. Plan, develop, review, edit, monitor and evaluate material against program objectives established for regional offices and/or a decentralized staff. Communicate the progress of on-going activities effectively in situations where frequent changes, delays or unexpected events could cause major shifting in priorities, timetables or work assignments.
What you need to qualify
To qualify for the position of Program Analyst, at GG-0343-7/9/11/12, you must meet the minimum and/or basic qualification requirements listed below. Specialized Experience: For the GG-07, you must have one year of experience at a level of difficulty and responsibility equivalent to the GG/GS-05 in the Federal service. Experience for this position includes: Experience assisting with staffing or personnel action process. Researching and interpreting established policies, procedures or program guidance; using automated systems and preparing written material. OR 1 full year of graduate level education OR superior academic achievement Specialized Experience: For the GG-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GG/GS-07 in the Federal service. Experience for this position includes: Experience providing technical advice on program operations; planning, developing, reviewing, monitoring, and evaluating material to achieve program goals and objects for a large organization; ability to communicate effectively to make recommendations to management and stakeholders. OR Master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related. OR A combination of education and experience. Specialized Experience: For the GG-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GG/GS-09 in the Federal service. Experience for this position includes: Experience providing technical advice on program operations; planning, developing, reviewing, monitoring, and evaluating material to achieve program goals and objects for a large organization; ability to communicate effectively to make recommendations to management and stakeholders. OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related. OR A combination of education and experience. Specialized Experience: For the GG-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GG/GS-11 in the Federal service. Experience for this position includes: Providing technical advice on program operations; planning, developing, reviewing, monitoring, and evaluating material to achieve program goals and objects for a large organization; ability to communicate effectively to make recommendations to management and stakeholders. Education: Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
