Health Systems Administrator - Assistant Director

In this temporary promotion, the selectee will serve as a Health System Administrator, functioning as the Assistant Director for the G.V. (Sonny) Montgomery VA Medical Center, responsible for directing and coordinating administrative activities, overseeing assigned services, leading program planning and management, and supervising daily operations through subordinate Service Chiefs.
Major duties
The Assistant Director is responsible for the administrative coordination and oversight of administrative and other support services provided to the VISN 16 staff remotely located at this facility. The Assistant Director serves as a part of the executive management team including the Medical Center Director, Chief of Staff, Associate Director and the Associate Director of Patient Care Services; and leads fully in both long and short-range policy and planning, promoting healthcare system programs with outside groups, and integrating administrative programs and operations with the needs and priorities of the clinical services for the health care system. The Assistant Director also participates as a member of the VISN management team and a member of various task forces. Area highlights include but are not limited to: Managing a full range of administrative services (Canteen Service, Police Service, Nutrition & Food Service, Voluntary Service, Patient Advocate Program, Patient Centered Care, Public Affairs, Medical Center Telephone Operators & Information Receptionists, and Medical Center Photographer) in support of meeting long and short-range goals of the organization. Negotiating complex issues (multi-party negotiations with concerns that affect a broad scope and range of interests) with individuals/groups with diverse backgrounds and various levels of education and competence both internal and external to the organization (employees, labor organizations, Veteran Service Organizations, Community groups and Congressional Offices. Communicating (forums, briefings to VISN/VACO officials, town hall meetings, open discussions, letters, memos, issue briefs, etc.) with individuals/groups of various levels of education and competence both internal and external to the organization. Responding to changing priorities in a complex multi-faceted health care organization by reallocating resources and/or modifying policies and procedures that have demonstrative results (staffing changes, budget modification, implementation of new policies and/or mandates, increased workload). Analyzing the needs and complexities of a health care delivery system (developing new initiatives, implementing, and overseeing major construction projects, developing, and carrying out a new CBOC, leadership role in various processes, developing and implementing sharing agreements, etc.). Applying an understanding of Federal rules and regulations as they pertain to Federal personnel management, performance management, labor relations, position management, recruitment and retention, workforces, and succession planning, OWCP, rewards and recognition, disciplinary procedures, pay and leave administration. Organizing and planning strategic initiatives for a complex multifunctional health care delivery system. Supporting strategic goals and objectives by modeling the behaviors, attitudes and actions expected, setting the vision, and making resources available to accomplish the mission. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize, and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. At this level, applicants would provide executive leadership with insight in establish organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development; work on the development of a balanced financial plan designed to meet realistic needs of the facility and the network; establish and maintain public relations with a variety of institutions and groups; apply performance standards to measure program performance and health care activities are meeting established goals and objectives; and plan and execute major projects concerned with the analysis and evaluation of programs and operational effectiveness. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work of the Health System Administrator is mostly sedentary. There is a moderate amount of walking involved, with infrequent bending, lifting, and, stooping.
