What you'd do

The position is located in the Analytics Branch of the Knowledge Management & Analytics (KM&A) Department, Center for Enterprise Human Resources Information Services (CEHRIS), Office of the Chief Human Capital Officer (OCHCO). The Analytics Branch supports the development and deployment of analytics deliverables with the CEHRIS Directorate. The branch will manage analytical data sourced from CEHRIS-owned information systems, overseeing the aggregation of data sourced from those systems.

Major duties

Use of descriptive and inferential statistics, and in analyzing datasets and extracting useful information as part of data-driven support systems. Creates and analyzes disparate datasets for the purposes of trend identification, data aggregation, reporting, forecasting, and other statistical analysis. Utilizes various analytical and business intelligence toolsets to create reports and dashboards for leadership and staff. Maintains confidentiality of sensitive data and reports, presents findings to senior leadership with appropriate level of detail. Experience in working against Modern Data Stacks, such as Synapse or Fabric, and the ability to utilize their component tooling such as Data Lakes, SQL Server, and Python-based notebooks to achieve outcomes for analytical purposes. Works to accomplish project objectives by establishing the project's scope, overseeing multiple activities including requirements gathering and coordination, analysis of alternatives, and independently designs and delivers business intelligence solutions aligning with customer requirements, working collaboratively with, and leading project team members towards a common goal. Analyzes organizational goals, project timelines, data, and other resources in order to better understand client needs, develop new or modify existing plans and milestones to meet evolving requirements, and ultimately help improve and increase visibility of human resources programs and information nationwide. Makes recommendations and executes improvement plans in coordination with the respective staff offices. Provides subject matter expertise by planning, designing, customizing and implementing/modifying dashboards and data-driven decision support tools using various technology solutions for the Office of the Chief Human Capital Officer. Acts as a liaison between OI&T and OCHCO, and is responsible for deployment and support of internal/external reporting systems. Identifies organizational needs for new dashboards and other decision support tools, initiates planning and development efforts for them when appropriate. Continuously identifies and pursues opportunities to improve services or products and initiates creative development efforts to improve efficiency of processes. Achieves or demonstrates progress in improving program and work practices, including minimizing the complexity of processes whenever possible. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 level in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Analytical Model Development - Experience in developing models used by analytical products, such as Power BI, Pyramid Analytics, SQL Server Tabular and Multidimensional models, etc. Experience in creating calculated and derived columns, measures, metrics, key performance indicators, and other elements of models. Relational Database and Data Warehouse Experience - Experience in development of queries against relational databases and data warehouses (SQL/TSQL); aggregating and grouping results, analyzing results, and creating datasets for analytical use. Power BI End User Product Development - Experience in developing Power BI Dashboards and Reports using various types of Visualizations dependent upon the intended audience and level of detail to be expressed in the products. Experience in development of products in Power BI intended for use at different target-audience levels in the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
