Major duties

Incumbents typical work assignments may include the following: Functions as the OSW Subject Matter Expert on laboratory modernization by developing collaborative working relationships with OUSW Acquisition and Sustainment, OUSW Comptroller, OUSW Office of the General Counsel, Services Headquarters, laboratory Commanders and Directors, Test Resource Management Center, and the Laboratory Quality Enhancement Program-Infrastructure to identify barriers, improve/eliminate/establish DoW policies affecting laboratory modernization of new facilities and maintenance/restoration of existing structures. Leads the DoW in developing, tracking, and reporting strategic goals for laboratory modernization and maintain currency on the latest developments in military construction as it pertains to laboratory modernization. In addition, the Director will draft and submit annual Sec 2806 and Sec 2810 congressional reports. Serves as the Program Manager for the Central Laboratory Investment Program (CLIP). The Director will track progress of existing CLIP projects, establish processes for selecting future projects, and ensure annual Office of the Secretary of War financial goals are met. Exercise independent initiative, skill, and judgment in developing content and techniques for conducting technical oversight of programs relating to DoW Laboratory facility modernization. Interfaces with senior officials and representatives from the Military Departments, other DoW organizations, other Federal agencies, international military scientific organizations, congressional committees, the White House, and the private sector. The Director will chair meetings of ad-hoc groups and committees or leads teams commissioned to resolve specific problems within assigned portfolio.

In order to qualify for this position, you must meet the requirements described below. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/miscellaneous-administration-and-program-series-0301/ You may qualify at the NH-4 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-3(GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: Managing laboratory or test center operations, facilities, and infrastructure. Applying skill in managing large-scale technology programs, including defining requirements and achieving obligation and expenditure targets. Recognizing and analyzing problems, conduct research, summarize results, write reports, conduct briefings, and develop recommendations. Planning, conducting and tracking progress on tasks and handling multiple and changing priorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
