What you'd do

You will serve as a IT Specialist (SYSANALYSIS/APPSW) in the TRAINING SYS ISE DIV (GT54000) of NAWCTSD ORLANDO, located in Mayport, FL.

Major duties

You will serve as the Contracting Officer’s Representative (COR) for the on-site Contractor Maintenance Services (CMS). You will serve as the resident technical authority and liaison for planning and integrating future Live-Virtual-Constructive solutions in support of Fleet Synthetic Training (FST) events. You will independently plan and fulfill all technical requirements of programs, projects, studies, or other work, and is a technical authority on all work to be accomplished relevant to the cognizant training systems. You will draw upon and improves/collates distantly related precedence and guidelines, and often adopts and develops radically new precedence, methods, and guidelines during the performance of the assignment.

What you need to qualify

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Having full responsibility for any ISEO software and hardware modifications that have been assigned to him/her. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Serving as the resident technical authority and liaison for planning and integrating future Live-Virtual-Constructive solutions in support of Fleet Synthetic Training (FST) events. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing correspondence with a contractor and contracting officer. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Exercising sound judgement, initiative, resourcefulness, and creativity in deviating from traditional methods to solve complex problems and issues. In addition to my experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (DS-04) in the federal service or equivalent experience in the private or public sector. Specialized experience includes the following: 1) Directly supporting Program Management Team (critical COR capacity), to manage full procurement and contract lifecycle, including developing statements of work (SOW), evaluating contractor performance, and implementing effective maintenance schedules for applicable training systems; 2) Providing critical technical oversight of cybersecurity sustainment activities to ensure ATO compliance. 3) Providing Subject Matter Expertise (SME) in support of Integrated Product Team (IPT), responsible for strategic planning, reporting on & conducting system upgrades, managing budgets, and communicating complex technical risks; 4) Overseeing the lifecycle of complex training systems, including the integration of new capabilities, while ensuring strict compliance with security and safety protocols.
