What you'd do

Positions advertised are in various organizations at Johnson Space Center or White Sands Test Facility. NASA may fill positions in any of the following series and at any grade level listed in this announcement (GS-0028 at the GS-9/11/12/13/14 levels). Lead Environmental Protection Specialist positions may be filled from this announcement, grade level and full performance level will be dependent upon position selected for.

Major duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Plans, coordinates, advises, and provides support/assistance to the Environmental Management Office and other center organizations for compliance with all applicable environmental laws/requirements. Develops, reviews, and implements internal and external regulations, standards, policies, and operating guidance relating to environmental compliance and planning. Supports environmental compliance enforcement through applicable assessments of laws, regulations, and policies; and through the execution of assessments, audits, inspections, and investigations. Administers programs and projects to ensure environmental compliance for Center operations and closes past violations or compliance issues. Oversees corrective action measures, non-conformities, and root cause analysis; participates in formal and informal environmental compliance risk analysis discussions with mid-level and senior-level management. Serves as the subject matter expert (SME) on all compliance for air, water, waste; and planning programs including culture and natural resources as well as National Environmental Policy Act (NEPA) efforts.

What you need to qualify

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-09 level, you must have: a) One year of directly related specialized experience equivalent to the GS-07 level: Performing routine environmental support tasks under close supervision; Conducting inspections and collecting data, maintaining records; or Preparing basic technical documentation in support of environmental projects or programs. OR b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field OR c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field OR d) LL. B or J.D, if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Performing environmental analysis on assigned projects or programs; Recommending environmental solutions to solve technical problems under supervision; Preparing technical documentation in support of environmental projects or programs requirements. OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field OR d) LL.M., if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Conducting environmental regulatory analysis for center projects or programs; Applying environmental recommendations with limited supervision; Producing technical reports and recommendations. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Conducting complex environmental work; Serving as subject matter expert on moderately complex environmental programs; Leading environmental projects; Integrating multi-discipline technical requirements. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Leading environmental programs or technical projects; Serving as recognized technical authority on complex environmental programs; Developing environmental solutions.
