This Equal Employment Manager position is within the Executive Director's service at the VA Bedford Healthcare System located in Bedford, Massachusetts. It is permanent and full-time at 40 hours per week.
Major duties
The primary purpose of this position is to perform work that involves developing, administering, evaluating or advising on the Federal Government's internal equal employment opportunity program within the assigned organization. Duties include, but are not limited to: Provides leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan; Coordinates Equal Employment Opportunity (EEO) activity with Human Resources staff and establishes and maintains effective contacts with community elements interested in equal opportunity; Serves as the principal advisor to the organizational leadership and staff for a region by providing expert advice on all matters related to the EEO program on the feasibility and impact of EEO plans, policies and decisions; Manages the EEO complaints processes. Assures formal complaints are processed within established time limits and in accordance with published regulations and policies; Assumes responsibility for a total equal employment opportunity program that meets basic requirements for complying with laws, regulations and agency policies; Develops and promotes EEO program publicity and reference materials insuring the EEO program is communicated to the workforce; Performs a systematic evaluation of program activities and functions to measure the degree of success of program efforts; then recommends changes in program methods and approaches based on evaluation results; and Performs other duties as assigned. Work Schedule: Monday-Friday, 7:30am to 4:00pm Compressed/Flexible: Not available. Telework: This position may be authorized for telework on an ad-hoc basis only upon the supervisor's discretion. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is covered by locality-based comparability pay. This position is not a Bargaining Unit position.
What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-12 Grade requirements: Applicants must have at least one year of specialized experience at the next-lower grade GS-11. Experience includes, but is not limited to: Providing leadership, advice and counsel to line and staff managers/supervisors in the development and implementation of the organization's affirmative action plan; Coordinating Equal Employment Opportunity (EEO) activity with Human Resources staff and establishes and maintains effective contacts with community elements interested in equal opportunity; Preparing complete and timely reports on pre-complaint counseling activities, the status of formal complaints and the disposition of complaints closed for various levels of higher authority; Defining EEO problem areas, identifies reasons for problems and drafts specific action items to treat the causes of problems, etc. For more information on these qualification standards, please visit the United States Office of Personnel Management's website at https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/.
