CONSTRUCTION CONTROL REPRESENTATIVE
What you'd do
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position functions under the general supervision of the Resident Engineer who assigns work in terms of priorities and specific construction requirements prior to construction activities.
Major duties
Review contractor proposals to insure completeness and appropriateness. Prepare technical analysis or Pre-negotiation Objectives as required based on cost analysis of contractor's proposal and Government estimate. Develop construction methods and quality control techniques for projects that involve specialized facilities with special purpose technical equipment installation and structural features. Monitor progress on contract as represented by contractor prepared progress charts and network analysis systems. Conduct negotiations with contractor personnel on modifications and negotiated contracts. Review plans and specifications prior to contract advertisement to determine such things as practicability from a construction standpoint.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-11: One year of specialized experience which includes: (1) Interpreting plans and specifications to ensure that contractor's work is performed in accordance with accepted construction practices or good workmanship; (2) communicating with contractor representatives for mutual understanding and agreement; (3) ensuring strict adherence to all applicable safety provisions to the contract; and (4) Managing construction project at all stages to resolve problems encountered during field visits. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Specialized Experience GS-12: One year of specialized experience which includes: 1) Evaluating construction methods for potential issues; 2) Preparing cost estimates of projects to compare against contractor proposals; 3) Negotiating revisions to contractual agreements; and 4) Inspecting or reviewing projects to monitor compliance with building and safety codes or other regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
