Training Instructor

The VA Northeast Ohio Healthcare System is recruiting for a Training Instructor. The Training Instructor will function in Qualify and Patient Safety Service, Consolidated Clinical Risk Management. The Training Instructor oversees a broad range of dynamic adult learning programs, leads curriculum development, and delivers extensive training, instruction, and consultation services across a large and complex healthcare system.
Major duties
The Training Instructor duties include, but are not limited to: Advise executive-level staff on training programs and operations. Collaborate to inventory course content, ensure all course materials and references are stored in the correct electronic formats and locations, comply with copyright requirements, and are properly maintained and updated. Conduct testing and implementation of interactive educational technologies, including video, computer, and online platforms, to enhance training courses. Encourage and engage participants (both employees and management officials) to be active in service/section culture-improvement initiatives and activities. Develop short- and long-term plans to execute programs, including determining the appropriate organizational structure, staffing, resources, and facility requirements. Make authoritative recommendations on training, and interprets policies, procedures, and establishes priorities. What you need to qualify
In order to qualify for this position, you must meet the following requirements within 30 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. This position has an Individual Occupational Requirement (IOR). An IOR is part of the minimum qualifications for this occupational series. In order to meet the IOR you must have: Undergraduate and Graduate Level Education: Major study -- education or related fields such as business or public administration with course work in training and development., OR Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; and Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the qualification above you must also have: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using qualitative and quantitative methods; Using virtual training software and other learning technologies; Evaluating educational programs; Developing training materials; Utilizing a variety of learning techniques such as classroom sessions, computer assisted instruction, distance-based learning, job aides, and other support resources; Creating specialized training courses and programs; Providing guidance to management on training for employee development; and Applying instructional methods such as teaching, training, research making presentations, lecturing, and testing. You will be rated on the following Competencies for this position: Education and Training Leadership Customer Service Planning and Evaluating Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
