This vacancy is for a GS-1750-12, Instructional Systems Specialist located in the Department of Homeland Security, U.S. Coast Guard, TRACEN YORKTOWN PERFORMANCE SYSTEMS BRANCH in YORKTOWN, Virginia.
Major duties
You will serve as an Instructional Systems Specialist and serve as Team/Work Leader for a variety of instructional design and development projects, producing resident instruction, non-resident instruction, e-learning, and performance qualification guides and plans. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Ensures deliverables are prepared to satisfy the project requirements and schedule. Designs and develops components of instruction where complicating factors are present and may require employee to have knowledge of more than one field. Employs instructional design processes that incorporate job aids, performance supports, and electronic performance support systems into a performance-based, "blended" curriculum design/development approach, within resource constraints. Coordinates key staff development programs which provide frequent opportunities for staff to attend demonstrations or presentations that keep them abreast of emerging technologies. Evaluates Training Division course assessment procedures/tools and offers detailed recommendations. What you need to qualify
Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. AND To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Communicating verbally and in writing to a variety of individuals and groups in support of Branch projects and initiatives, preparing reports, presenting information and/or briefings. Knowledge of duties in a broad functional or specialized area of instructional systems such as performance analysis, instructional design, instructional materials development, instructional program evaluation, professional development. Applying instructional systems and human performance technology to analyze performance programs and identify appropriate interventions. Adapting and extending instructional systems principles and practices to significant projects and problems for which there are no closely related precedents.
