Government Information Specialist
What you'd do
You will be serving as a Government Information Specialist for the Freedom of Information Act (FOIA) and Privacy Act (PA) Program and demonstrate expert knowledge of the FOIA and PA when processing and responding to FOIA requests for the Animal and Plant Health Inspection Service (APHIS).
Major duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Provides input and recommendations to FOIA leadership on the interpretation and application of FOIA and Privacy Act policies, laws, and regulations. Reviews APHIS records and determines what information can be released or must be withheld under FOIA and the Privacy Act, applying established exemptions and agency guidance. Serves as a technical resource on the proper handling, dissemination, and disclosure of APHIS records in response to FOIA and Privacy Act requests. Independently processes FOIA requests ranging from routine to complex, including business, personnel, scientific, and agency policy records. Works with APHIS program offices and other USDA components to gather records, coordinate searches, and reach agreement on record release determinations. Clearly explains complex FOIA and Privacy Act issues to program staff, requesters, media representatives, attorneys, and other stakeholders. Research and compiles background information, reviews responsive records, and prepares complete and accurate response packages for management review and signature. Collaborates with Department-level offices, the Office of General Counsel, and USDA agencies to resolve issues and ensure consistent application of FOIA and Privacy Act requirements.
What you need to qualify
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Knowledge of the FOIA and Privacy Act statutes. Ability to interpret and analyze laws, regulations, court decisions and policies. Experience reviewing agency records and applying FOIA exemptions and preparing responses to FOIA and PA requests. Ability to communicate effectively, both verbally and in writing, about the intricate analysis used to make record release determinations. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
