What you'd do

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology, OIT, Enterprise Architecture & Data Group. As a IT Specialist (SYSANALYSIS/Full Stack Engineer), GS-2210-15, you will serve as a Full Stack Engineer responsible full-stack application development, enterprise integration, and CMS IT modernization initiatives.

Major duties

Serve as the principal technical authority in full-stack application development, including enterprise grade secure applications and modernization initiatives. Direct and manage cross-functional teams of developers, UX/UI specialists, database administrators, DevSecOps engineers, and cybersecurity professionals. Establish and enforces CMS-wide coding standards, design patterns, and secure software development practices. Serve as the CMS enterprise authority on enterprise application development and integration. Direct and govern multi-program modernization initiatives with enterprise and interagency impact. Establishes and directs CMS-wide enterprise software standards, patterns, and lifecycle governance.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Directing and overseeing the design, development, integration, and modernization of secure full-stack web applications using modern front-end frameworks (e.g., React, Angular, or Vue.js) and back-end technologies (e.g., Node.js, Java, Python, or Spring Boot); AND 2. Ensuring full-stack applications are integrated with cloud environments (e.g., AWS, Azure, or Google Cloud), enterprise data platforms (e.g., Snowflake or Databricks), and cloud-native, microservices-based architectures using open-source frameworks (e.g., Kubernetes); AND 3. Leading the analysis and evaluation of proposed or modified policies and regulations to assess their potential impact on enterprise software development programs; AND 4. Leading software development projects using Agile/Scrum methodologies while providing guidance in IT modernization strategies and technology adaption decisions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
