Emergency Management Specialist (NWS Aviation Officer)
What you'd do
If selected you will provide deliberate and crisis-action planning support for NWS within the organization. You'll be responsible for the coordination and production of plans and assessments supporting continuity programs, aviation operations, and continuous improvement.
Major duties
The duties may include, but are not limited to: Responsible for the coordination, evaluation, and management of the NWS aviation operations preparedness, management, program development aviation operations, and continuous improvement. Conduct functional assessments and analysis, prepare memos, make oral presentations, and submit written reports of aviation operations to the Chief of NWS Operations and NWS Directorate Leadership. Provides guidance and facilitates assistance to organizational elements external to the directorate regarding planning issues. Serves on special projects and executive working groups and provides input and expertise in the areas of operational planning, aviation, continuous improvement, and continuity support. Identifies resources required to perform hazard and risk assessments to proactively address the challenges of emerging animal and plant health situations. Oversees NWS aviation planning, preparedness, and response activities to ensure compliance with applicable directives.
What you need to qualify
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Utilizing emergency management practices, procedures, and programs and how they relate to emergency management activities of local, state, tribal, and Federal government sectors. Working with federal, state, local, tribal, and territorial authorities to establish and maintain effective working relationships before and after a disaster. Utilizing geo-spatial, quantitative and qualitative methods and techniques to develop and execute emergency operational planning and guidance in the preparation phase of complex program functions and missions. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
