What you'd do

This position is located in the Support Services Division (SSD) at a VA Regional Office (RO). The incumbent performs facilities management, property management, government vehicle management, serves as the alternate PIV coordinator and other administrative operations, under the supervision of the Supervisory Support Services Specialist and/ or the Chief, Support Services Division.

Major duties

Typical duties include, but are not limited to: Provides input for efficient utilization of space to include floor plans and design, ensuring proper cubicle design and required infrastructure. Provides property management services including facilities, trouble calls, conducting inventories, and disposing of excess property. Responsible for the day-to-day functions of the fleet management program by documenting authorized operators, scheduling utilization and maintenance and submitting required reports. Responsible for the administration of the Personal Identify Verification (PIV) system, ensures proper issuance of PIV cards and manages administration roles. Acts as the PIV liaison as required. Provide forms and publication services which consists of printing, reproduction and distribution of forms. Ensures equipment requirements are met for all forms and publications activities. Provides input in the coordinating of building security with appropriate authorities. Provides input into the preparation of all reports associated with security. Provides input in the planning and recommendations for procedural improvements in all administrative functional areas. Coordinates with acquisition personnel in acquiring office supplies and equipment, then stores and distributes office supplies and equipment. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is GS - 9. Work Schedule: Monday - Friday 8:00 am - 4:30 pm Compressed/Flexible: Available Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/20/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-05 level. For a GS-09 position you must have served 52 weeks at the GS-07 level. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-9 (or higher) and the promotion potential of your current position must be at least none. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position does have an Individual Occupational Requirement (IOR) that must be met in addition to the Time-In-Grade and regular specialized experience qualifications. To qualify for this position, you must have the specialized experience listed below: Specialized Experience (for positions above GS-05): One year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. OR Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. One full academic year of graduate-level education is creditable for GS-7; and 2 years or a master's or equivalent graduate degree is creditable for GS-9. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-07 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: data gathering; applying knowledge of standardized processes and procedures to complete assignments, identifying problems from collected data and selecting solutions from alternatives in guidelines and precedent cases; GS-09 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: experience assisting with the facility, equipment, and/or service operation design projects; assisting with analyzing and assessing the efficiency and effectiveness of various administrative programs, functions and systems, giving oral and written presentations; Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This work is primarily sedentary. There are occasional periods of walking, standing, bending, and carrying light items.
