Supervisory Training & Development Specialist
What you'd do
This position is located in the Office of Patent Training (OPT). As Supervisory Training & Development Specialist, you serve as an authoritative resource for OPT in conducting training needs assessments, developing training strategies, integrating technology into distance learning, supporting leadership and team-building efforts for patent managers and executives, and designing, developing, and evaluating agency training and education programs.
Major duties
The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. In this role, you will: Serve as an adult education expert and advisor for training and developmental programs based on organizational needs assessments or stated goals. Develop, plan, and conduct training needs assessments and organizational analyses of business units to evaluate areas for improvement. Coordinate and collaborate with faculty and staff of OPT to ensure recognized leadership methodologies and competencies. Exercise leadership and expertise in the integration of technology to enhance training and shape employee engagement programs. Serve as an expert facilitator of focus sessions, discussions, interviews to obtain in-person data collection for feedback assessment. Be responsible for a full range of supervisory duties, plans work to be accomplished, set priorities, make work assignments, and evaluate the work of subordinate staff.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. OPM Qualifications Standards are available at General Schedule Qualification Standards (opm.gov) Qualification for 1701, General Education and Training Series: Basic Requirements: Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to GS-14 in the Federal service: Specialized experience for this position includes: Experience designing, developing, evaluating and revising adult learning courses and materials for instructor-led and online delivery. Experience designing, developing, and conducting training needs assessments of professionals across an organization, including facilitation of focus sessions. Experience leading and coordinating the work of a team in support of training, education, or program activities. Experience coordinating with stakeholders within and outside of an organization for the successful implementation of training, education, or program activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
