About the Position: The Health System Specialist position is located at Brooke Army Medical Center, San Antonio, TX. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Non-Federal work experience may be creditable for leave purposes.

Major duties

Oversight of performance and management of administrative operations of the department. Assist in the development of plans, programs, and monitoring of clinics and health plan management. Develop policies and/or programs related to organizational structure, civilian human resource programs, selection, orientation, evaluation, training, awards, and discipline. Analyze administrative clinical practices and recommends improvements in areas of deficiency. Serve as the Contracting Officer’s Representative (COR) to local Contracting Officer for the administrative support of civilian contracts. Monitor compliance regulations, statutes and/or establishes control procedures to ensure compliance. Investigate patient inquiries, complaints and/o use interpersonal and communication skills effectively to advocate for patients, families, employees, and other public entities by providing information and seeking solutions to complaints.

Specialized Experience: One year of specialized experience which includes planning, directing, analyzing, and/or coordinating administrative activities within a healthcare facility; assisting with the development of budget projections and/or cost effectiveness for the department; and/or assigning work to employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
