Major duties
As a Financial Management Specialist at the GS-0501-15 some of your typical work assignments may include: Serve as Senior Country Finance Director for a large and complex portfolio of Foreign Military Sales accounts within the PACOM area of responsibility. Manage the financial components of each country's program to ensure proper funding and compliance with the Arms Export Control Act (AECA), using DIFS, SCIP and DSAMS as primary financial data sources. Lead inter-agency working groups-including the National Security Council, OMB, OSW(P), A&S the Departments of State and Commerce, the Military Services, and partner-nation procurement offices-. Coordinate solutions to highly complex financial issues and adapt FMS processes to partner-nation finance and budget laws. Conduct Financial Management Reviews (FMRs), hosting joint-service teams and senior foreign officials to comprehensively review fund movement across the FMS Trust Fund, military service holding accounts, and the Federal Reserve Bank of New York, supported by detailed cash-flow analysis, leveraging ADVANA and available business intelligence tools. Prepare senior DoD leadership by drafting background papers, talking points, and briefing materials ahead of high-level engagements with foreign partners. Serve as a team subject-matter expert in FMS financial management policy and practices, including audit and financing options. Prepare and coordinate proposed legislation, policies, regulations, and procedures governing FMS financial management. Identify opportunities for process reengineering, enterprise integration, and data-driven analytics for the organization. Develop unique financial arrangements that meet partner-nation requirements within AECA constraints. Coordinate with stakeholders and deliver superior customer service by maintaining liaison across the Executive Branch and DoW/DoS field elements. Ensure foreign policy decisions are well informed and that all FMS programs are implemented in a timely, effective manner that complies with existing legislation and guidance.
What you need to qualify
You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Develop, monitor and implement financial management systems and accounting procedures initiate and implement new methods which improve financial management of FMS programs worldwide Prepare and/or coordinates on proposed legislation, policies, regulations, and procedures related to the financial management of, and financial controls established for the Financial Management System (FMS) programs identifies areas of policy and financial management for process improvement, reengineering, and enterprise integration Lead periodic financial management reviews hosting joint service teams and senior foreign officials to review all pertinent financial matters relating to the country's FMS programs for FMS programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Information: FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame. Only experience and education obtained by the closing date of this announcement will be considered. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements.
