Associate Director (Supervisory Human Resources Specialist)
What you'd do
This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band E.(GS-15 equivalent).
Major duties
As the Associate Director, you will serve as the Deputy Director to the Director, directing and overseeing highly complex, multi-disciplinary HR programs involving staffing, recruitment, organizational planning, workforce strategy, and change management activities impacting multiple FDA organizations. Monitors and evaluates organizational resources necessary to support Office operations and strategic HR programs. Identifies workforce competencies, organizational capability requirements, and leadership needs necessary to support mission accomplishment and long-range organizational goals. Provides leadership and guidance to ensure staff effort is appropriately directed to provide continuing analysis of related areas to identify opportunities for improvement and recommend appropriate action to implement enhancements. Plans and carries out HR projects to provide innovative comprehensive solutions on a variety of highly complex interrelated issues. Serves in a senior managerial role within OTS, and shares with the Director the direction of all phases of the organization's recruitment and staffing programs. Serves as a key advisor to the Division Director in formulating strategic program plans assessing policy and/or program feasibility including realistic short and long-term goals and objectives. Oversees the implementation of OTS's strategic initiatives and serves as an expert in HR planning and change management.

In order to qualify for the Associate Director (Supervisory Human Resources Specialist) position which falls under the 0201 occupational Series, you must meet the following requirements by 11:59 pm EST on 07/24/2026: Basic Qualification Requirements: Associate Director, (Supervisory Human Resources Specialist), AD-0201-E, you must demonstrate in your resume at least eleven (9) years of qualifying experience: providing senior-level leadership and oversight to an organization by assessing operational needs, obtaining resources, and driving strategic priorities forward; exercising full supervisory authority over staff, including defining technical requirements, evaluating performance, and taking corrective actions; serving as an advocate for the organization by presenting and defending work products and employee accomplishments to senior leadership; and fostering an inclusive, equitable, and safe work environment across all human capital programs.
