What you'd do

The incumbent of this position will serve as an Accounting Technician for the VISN 7 Consolidated Accounting Office (CAO), Augusta VA Health Care System. This position will be split into two primary FMS access functions: Obligators and Payers. Incumbent will be expected to perform either function as assigned.

Major duties

The Accounting Technician performs a variety of technical accounting support functions within the Financial Management program. Duties include, but are not limited to: Maintains control accounts and subsidiary accounts and processes accounting transactions for a wide variety of functions including obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, earnings, collections, expenditure vouchers, cost transfers, rejected transactions, inter-fund bills, travel, training orders, and other accounts in connection with the general ledger. Provides assistance and training to fund control point contacts; recognizes and advises supervisor of unusual training needs for these contacts. Incumbent utilizes the beneficiary travel application to adequately assist veterans with beneficiary travel payment questions and the U.S. Treasury application for the Direct Express Card program to input veteran's personal information into site to receive beneficiary travel pay via EFT draft. Validates, monitors, controls, and maintains accounting transactions and accounting records for multiple accounts. Reconciles subsidiary ledgers to general ledgers for accounts having a variety of transactions. Performs either the Financial Management System (FMS) obligatory or payer function. Researches discrepancies between ledgers and makes adjustments. Participates in internal audits of Fiscal programs, vulnerability assessments, systematic internal reviews, quality assurance programs, safety inspections, control point audits, and may other program audits involving cost, obligation, and receiviable accounting systems. Coordinates, reviews, audits and reconciles government travel, convenience check, purchase card, and other transactions. Maintains PFOP accounts, following all laws and regulations concerning account balances, veterans' benefits, certifications, documentation, etc. Classifies accounting transactions, maintains and reconciles accounts, close accounts, and prepares reports and statements, analyzes accounting data and examines accounts. Reconciles detailed listings of outstanding transactions to general ledger accounts. Provide veteran access to their funds by managing and maintaining oversight of all Patient Fund Accounts. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am-4:30pm. Work schedule subject to change based on agency needs. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2026. Time-In-Grade Requirement GS-6: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The work requires in-depth or broad knowledge of a body of accounting, budge or other financial management regulations, practices, procedures, and policies related to the specific financial management functions. Knowledge of a wide variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain complex accounting, budget, or other fiscal transactions. Knowledge of various accounting, budget, or other financial regulations,· laws, and requirements to ensure compliance and recommend action. Knowledge of a variety of - accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity. Knowledge of automated accounting and budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations. Knowledge of extensive and diverse accounting, budget or other financial regulations, operations and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints, or discrepancies, provide advice, or perform other work that requires authoritative procedural knowledge.
