What you'd do

The employee will serve as the Program Analyst, located in the Data and Information Department Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members.

Major duties

Major duties include but are not limited to Serves as business intelligence (BI) and data mining analyst, performs analysis to support data warehouse development, deploys BI and reporting tools, and delivers self-service reporting and analytic solutions. Prepares quantitative and qualitative analyses and research studies to include a wide array of benefits and health care-related issues. Plans the assembly and presentation of findings from assigned studies in graphic, chart, and narrative form, applying appropriate statistical and analytical techniques. Prepares reports and maintain records as requested, and participate in the coordination, preparation, presentation, and communication of work-related information to the supervisor and appropriate stakeholders. Coordinating data from different databases in preparation for integrated analysis and interpretation of highly specialized data. Develops procedures and recommends quality improvements in data collection and statistical information systems. Develops computer-programming applications to automate routine data query and extraction. Provides data processing support for VA surveys, program evaluation, and special studies. Participates in special studies and fact-finding activities to develop required data and information for reporting purposes and prepares administrative reports. Develops recommendations for corrective actions and methods to achieve efficient and effective operations. Maintains accuracy and data integrity of databases, spreadsheets, and data warehouses. Defines stakeholder and oversight audit requirements, prepares for, and maintains document and report readiness. Utilizes various software packages, to include Microsoft Word, Access, Excel, PowerPoint, Minitab, SQL, and Visual Basic, to prepare special reports, forms, and correspondence necessary to support VCL functions. Provides consultation on statistical analysis applications. Uses large, highly specialized databases to recover statistical information needed for studies and reports. Collects, organizes, analyzes, and interprets highly specialized Veteran data from large databases. Performs other duties as assigned. Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs. Compressed/Flexible: Authorized Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factors (SPF) are a prerequisite to an appointment and represent minimum requirements for the position (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). The Selective Placement Factor for this position is: Utilizes data mining techniques, business intelligence tools, Power BI, SharePoint, Macros AND Advance knowledge of statistical methods and experience applying analytical techniques to solve complex business or operational problems. AND You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience: Examples of specialized experience would typically include, but are not limited to: Knowledge of management principles, practices, and processes in order to design, develop, produce, analyze, and distribute program and project data; Knowledge and skill in utilizing structured query language (SQL) and reporting techniques; and knowledge of organizational procedures, techniques and systems sufficient to document processes to improve project management, productivity, efficiency, controls, and planning; Skill in preparing briefing charts, fact sheets, and staff reports complete with findings, analyses, recommendations, and other correspondence as needed; Ability to review and analyze data/reports from various automated systems and other sources to track the trends, effectiveness, and needed improvements to procedures and processes, to align with VA regulations and policies; Knowledge and skill in using data mining techniques, data warehouse, business intelligence tools, Power BI, enterprise data repositories and universes, SharePoint, Business Objects, and other applications such as MS Excel and MS Access in order to prepare a wide variety of project management reports and dashboards for program analysis and upward reporting. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, in a field that is directly related to the work of this position that demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education (beyond the first 2 years) in a field that is directly related to the work of this position that demonstrate the knowledge, skills, and abilities necessary to do the work equivalent to the total requirement of this position (e.g., 6 months of specialized experience and 1 year of post masters degree graduate education). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
