What you'd do

The Pharmacy Technician (Procurement/Inventory) performs ongoing inventories of drug products, pharmaceutical supplies and their procurement within Pharmacy Service.

Major duties

The Pharmacy Technician (Procurement/Inventory) functions as resource person to all members of the pharmacy staff regarding inventory status and control. Provides orientation and training, as required, for staff members, pharmacy technicians, pharmacy aids, etc. Primary duties consist of pharmaceutical and supply order initiations, receiving shipments of goods, assuring compliance with storage requirements, inventory control through perpetual analysis, fund control, liaison with company representatives, managerial staff, and resource statistician for financial status reports and presentations. Other related duties and responsibilities include, but are not limited to the following: Maintains accountability of daily purchases and coordinates receipt, controls budget ledger, assures consistent delivery schedules are employed and handled in a manner mutually beneficial to Logistics and Pharmacy Service, and appropriately disperses stock into designated storage areas. Demonstrates thorough knowledge and understanding of procurement sources (i.e., prime vendor, government excess, posted stock, military depot, and local), Utilizes basic accounting and budgetary skills to assure pharmaceuticals and supplies are maintained in the most cost-effective manner. Determines, establishes, and modifies, as necessary, appropriate ordering intervals, inventory levels, most efficient/effective ordering quantities, sources of supply, etc., based on current financial conditions in pharmacy, seasonal variations in drug usage, changing patterns of medical practice, delivery time requirements, urgency of medical need, alternative sources of availability, etc. Demonstrates skill and knowledge of the multidisciplinary functions in the Logistics-Fiscal-Pharmacy cycle to identify and eliminate bottlenecks relating to the receipt of purchases and maintaining the pharmacy budget. Performs individual purchases not exceeding specified dollar amount unless specifically authorized to do so by the Director of Contracting at the VISN level. Reconciles purchase card charges within the established time limits. Utilizes working knowledge of all US Pharmacopoeia, Joint Commission on Accreditation of Healthcare Organizations (JCAHO), and Veteran Affairs (VA) manual storage requirements, Determines well-defined storage locations and ensures storage conforms to VA and OSHA standards. Coordinates stock requirements analysis and recommend appropriate stock levels and quantities to order based on utilization trends. Assists the Chief of Pharmacy in drug cost analysis to assure continuing maximal economy. Performs other related duties as listed on functional statement. What you need to qualify

Basic Requirements: Citizenship. Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with38 U.S.C. § 7407(a). Education or Experience. (1) None required. (2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (1) Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR (2) National Health career Association (NHA), Certified Pharmacy Technician (ExCPT). English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). 6.GRADE DETERMINATIONS. In addition to the basic requirements, candidate must meet the following requirements for Pharmacy Technician, GS-08. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (a)PTCB as a CPhT. OR (b)NHA as an ExCPT. Assignment: Pharmacy Technician (Procurement/Inventory) -GS-08. Pharmacy technicians at this level serve as ordering officers delegated by the national acquisition center contracting officer for the purpose of ordering against the national pharmacy prime vendor (PPV) contract and national blanket purchase agreements (BPA) for pharmacy. Responsible for ordering medications and supplies from required sources and meeting contract compliance while maintaining multiple complex accounts with the PPV. They utilize the Government purchase card program for direct orders up to the micro purchase threshold per VA financial policy. Pharmacy technicians at this level are responsible for regulatory and formulary requirements to meet patient needs within budgetary limits. Experience. Candidates must possess one year of experience equivalent to the next lower grade level (GS-07) and demonstrate the KSAs below: Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs for all GS-08 assignments and meet any additional KSAs for the assignment, as listed: Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area. Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures. Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy Basic knowledge of pharmacy procurement, distribution and storage requirements to maintain a safe working environment. This includes not limited to Occupational Safety and Health Administration (OSHA), Food and Drug Administration (FDA), United States Pharmacopeia (USP)and DEA requirements and regulations.
