What you'd do

The VA Cooperative Studies Program (CSP) is part of the division of the Office of Research and Development, VA Central Office and is responsible for the planning and conducting of large multicenter controlled clinical trials (MCTs). CSP maintains a diverse portfolio of clinical research studies that seeks to provide definitive answers to important clinical questions on a national scale and on a range of diseases that affect Veterans and the nation.

Major duties

The Administrative Officer, known as the Assistant Center Director for Administrative Operations, is the administrative and management focal point for all internal, national and local study activities managed by the Center. Typical duties of this position include: Determining the need for increased efficiency and productivity of administrative functions and independently implement improvements Integrating administrative functions (personnel, supplies, report flow) to support completion of the Center's mission and objectives Formulating Center administrative policies and procedures based on observations, special studies, recommendations, and directives Serving on program-wide committees and councils for the benefit of the Center that involve emerging program activities that could impact the research mission and training objectives Initiating recruitment actions, conduct interviews, and select new employees for the Center Developing and evaluating the day to day business plan for the Center; prepare strategic and business plan documents for Center Director approval and VA Central Office submission Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: This position may be authorized for telework. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Exercising authority to make decisions and carry out day-to-day administrative oversight of services, resources, and operational activities; (2) Ensuring fiscal integrity by preparing budget estimates, operating plans, and funding justifications, and overseeing the proper accounting and execution of multi-year research appropriations; (3) Overseeing staffing and personnel actions, including supervision of employees and coordination of hiring, performance management, and workforce planning needs; (4) Implementing systems redesign or process improvement initiatives to maintain effective, efficient, and economical administrative and operational functions; (5) Preparing and delivering briefings for senior officials and implementing communication strategies to ensure coordination and efficiency across organizational divisions..
