Supervisory Budget Analyst
What you'd do
This position serves as a Supervisory Budget Analyst within the Bureau of International Narcotics and Law Enforcement Affairs (INL), leading a team of Budget and Financial Management Analysts overseeing complex, high-visibility international assistance programs. Provides strategic budget planning, resource allocation, financial oversight, and develops and defends budget recommendations aligned with U.S. foreign policy priorities and program objectives.
Major duties
Provides special information, explanation and clarification of budget estimates and prepares responses to Departmental, OMB and Congressional inquiries. Develops budgetary and resource planning guidance in the form of written guidelines, consultations, and orientations to coworkers and management officials in the Department and the interagency arena. Provides guidance and supervision of day-to-day activities and work responsibilities of the Budget Analysts and Financial Management Analysts. Makes recommendations to senior managers on the allocation of funds among the various existing assistance programs and any reallocations needed to accommodate new initiatives.
What you need to qualify
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing team workload, projects, problems to be solved, and deadlines/timeframes to ensure completion in accordance with established workflow. Experience planning, developing, and managing foreign assistance budgets. Experience formulating funding requirements, allocating resources, monitoring execution, and ensuring compliance with appropriations statutory requirements, and Department policies. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
