What you'd do

This position is located within the DOE/NNSA Office of Emergency Management, Office of Continuity. The incumbent serves in a supervisory capacity as one of two Division Directors. A successful candidate will have experience with interpreting and applying national continuity policy; leading teams; contributing to the creation of continuity and other plans; coordinating continuity training; conducting and evaluating continuity drills and exercises; and drafting after action reviews.

Major duties

As a Supervisory Emergency Management Specialist, you will: Be responsible for leading, alongside the Director--continuity preparedness efforts for the Department, to include develop and/or deliver planning documents, plans, templates, checklists, training, exercises, and evaluation events. Lead and/or participates, in conjunction with DOE program offices and field elements, as a planner, player, controller, and/or evaluator for emergency exercises and drills, as well as those interagency and international exercises in which NNSA/DOE is a participant. Contributes senior expertise in assigned areas and in integrating the various milestones of exercise development and execution. Provide expert leadership in developing and implementing short- and long-range plans and strategies that include research and development, procurement of equipment, and organization and training of response teams or groups to ensure adequacy of emergency programs for which they are responsible. Lead programs which impact DOE's ability to respond to worldwide accidents and incidents. Provides leadership in program resource management. Provide authoritative advice, guidance, and recommendations on the effective sustainability of highly complex emergency management programs and/or projects in both the short- and long-term. Remain abreast of changes in relevant emergency management program goals, objectives, and criteria in order to successfully implement them in a cost-effective manner. Initiate, direct, and coordinate evaluation of a variety of continuity initiatives throughout DOE/NNSA. Represents the Director of the Office of Continuity and the Deputy Associate Administrator and Associate Administrator of Emergency Management as well as NA-40 at committees, conferences, and meetings with other Federal agencies to address response activities and support. In this capacity, recommends courses of action to the Director of the Office of Continuity and the Deputy Associate Administrator and Associate Administrator of Emergency Management to resolve problems and concerns as well as provide subject matter expertise. Responsible for the development and implementation of various qualitative and quantitative measures for management reviews of DOE/NNSA continuity initiatives throughout DOE/NNSA. Participate in, and in some cases coordinates the execution of, a variety of internal and external work groups and committees to provide coordination and collaboration between and among a variety of continuity programs. Be responsible for formal correspondence to various internal and external stakeholders. The incumbent may prepare issue papers, agreements, reports, and other related documents such as budget recommendations, correspondence, and memoranda for the record. The incumbent will also be responsible for the development, review, or revision of a variety of material including but not limited to continuity plans, manuals, standard operating procedures, and directives. As necessary, provides subject matter expertise in departmental responses to audits and other governmental inquiries from sources within DOE/NNSA and from other organizations in the executive and legislative branches. Represent the office to senior leadership, continuity stakeholders both internal and external to the department and must be an effective communicator. Will be required to present verbal briefings and discuss sensitive subject matter with a wide range of professionals in both emergency management and continuity. Must be capable of relaying time sensitive and other information in succinct ways in challenging environments.

What you need to qualify

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14 level equivalent. Specialized experience for this position is defined as: Demonstrating oversight of a wide variety of Continuity programs with an emphasis on institutionalizing strategies & policies, building strong coalitions/relationships, management of Headquarters-level incident response, preparing and maintaining sites and staff, management and acquisition or key resources, and successful representation & advocacy of complex program principles up to and including Congressional level sessions. Examples of Specialized Experience: 1. Professional experience personally utilizing management and organizational policies and procedures to perform a wide variety of analytical studies and projects related to management improvement, productivity improvement, and/or long-range planning of program operations. 2. Professional experience personally providing program support and guidance to senior officials concerning organizational activities and/or management processes. 3. Professional experience applying pertinent laws, rules, regulations, policies and precedents affecting the use of program operations. 4. High level professional experience with oversight of Continuity programs including incident response. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.
