Major duties

You will serve as the Operations Manager in the Submarine Direct Reporting Portfolio Manager (DRPM SUBS) Chief Operating Officer Office. You will serve as the principal integrator and strategic coordinator for organizational execution. You will be responsible for synchronizing leadership priorities, workforce actions, business operations, and engineering governance across the nation's most complex submarine acquisition and modernization portfolios. You will ensure the effective day-to-day operation of the Chief Engineer (CHENG) organization by coordinating battle rhythm, task management, communications, and decision support. You will translate strategic guidance into actionable plans, milestones, and measurable outcomes, synchronizing activities across engineering divisions, Team Submarine functional organizations, and external stakeholders. You will be responsible for acquisition development, fielding, and sustainment of the program. You will be directing, managing, chairing, advising and reporting on engineering studies, projects, and experiments. You will serve as a recognized expert and consultant to ensure reliability and accuracy in the identification, development and implementation of recommended solutions to highly complex problems. You will monitor organizational performance and identifying emerging issues requiring leadership attention. You will be responsible for succession planning and recruiting, employee career planning, escalation of technical issues, technical training opportunities, and assigning tasking. You will maintain technical expertise through continuing professional education and training, symposiums, and technical liaison with other organizations. You will provide authoritative technical, scientific, and/or professional advice to senior level leadership concerning unusual or critical problems that often affect the work of internal and external stakeholders.

What you need to qualify

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer analyzing engineering studies or projects to provide acquisition development, fielding or sustainment guidance for a program.
