This position is located in the Department of Health and Human Services, Assistant Secretary for Planning and Evaluation, headquartered in Washington, District of Columbia. Major duties

As a Public Health Analyst, you will be: Providing expert programmatic, advisory, and technical leadership for initiatives involving planning, developing, and advising on national public health or human services policies, programs, and activities related to emerging science and public health or human services policy issues. Providing national level leadership to advise and assist with HHS initiatives; develops and evaluates key strategies, procedures, and guidelines for major public health or human services programs or policies. Responding to inquiries, writes advanced issue briefs and background papers, and develops reports, program policies, and other substantive materials. Leading development, implementation, and assessment of complex, interdisciplinary public health or human services policy and programs involving multiple governmental and non-governmental organizations.

WHAT WE ARE LOOKING FOR Basic Qualifications: Your experience must provide evidence of the following: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: Conducting qualitative and quantitative research and analysis on policies related to science, public health, behavioral health, healthcare, or human services to inform decision-making. Supporting the development of evidence-based, contextually dependent, actionable policies for science, public health, behavioral health, healthcare, or human/social services. Preparing written products and briefings (e.g., reports, issue papers, presentations) that clearly communicate analytical findings and policy implications to technical and non-technical audiences. Collaborating with multidisciplinary teams, stakeholders, or interagency partners to improve health, science, or human services policy. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
