What you'd do

This National Guard position is for a HR Specialist (Information Systems/Military) - T32, Position Description Number D2933000/D2932000/D2931000 and is part of the WI 128 FSS, Wisconsin Air National Guard. *Selected candidate will be placed into either the GS-7,9 or 11 grade level based on discretion of the hiring official/board.

Major duties

As a HR Specialist (Information Systems/Military) - T32, GS-0201-7/9/11, you will: GS-07: Perform developmental assignments of moderate difficulty where work procedures are established, and several specific guidelines exist. Assignments are combined with training to further develop analytical skills and techniques in the occupation. Assists a higher graded specialist in planning, administering, and troubleshooting the operation and data base integrity of the Military Personnel Data System in support of military human resources management functions. Provide training on utilization of the different components of the Military Personnel Data System (MILPDS). Assists in providing technical guidance regarding the overall scope of the MILPDS and interfacing systems to identify and solve personnel system related problems, which could inhibit or prevent a high state of readiness. GS-09: Provide broad management advisory services. Analyzes and resolves operational problems and ensures compliance with military human resources policies, regulations, objectives, and management procedures. Responds to inquiries from all base-level personnel system managers. Provides direction and gives advice to section chiefs and representatives of serviced organizations on methods to approach to systems related discrepancies discovered through analysis. Monitors corrective actions. Interprets Department of War (DoW) directed or legislative policies affecting the Military Personnel Data System (MilPDS) and recommends enhancements. Manages, and controls the operation of PDS to include the MilPDS, Virtual Personnel Center (vPC), PersonnelRecords Display Application (PRDA) Enterprise Output Manager (EOM), and other related system interfaces. Provides technical support to include system security, user account management, and user access. Provides advisory services to users on the technical aspects of PDS applications, the capabilities available within the systems to assist them in day-to-day operations and their impact on personnel programs. Analyzes and compares data between the military personnel data system and interfacing systems. Analyzes products by comparing and verifying data for mismatched or missing data. Identifies discrepancies, takes corrective actions, and reports to supervisor. Resolves technical problems. GS-11: Serve as the primary point of contact to ensure the effective operation of satellite human resources interface with United States Air Force (USAF) servers and related human resources computers both hardware and software. Provides training on utilization of the different components of the Military Personnel Data System (MILPDS). Provides technical guidance regarding the overall scope of the MILPDS and interfacing systems to identify and solve personnel system related problems, which could inhibit or prevent a high state of readiness. Responds to inquiries from all MAJCOM managers, base-level personnel system managers, and Defense Finance and Accounting System (DFAS) personnel. Plans, directs, controls all aspects of the various Personnel Data Systems (PDS). Manages, directs, and controls the operation of PDS to include the Military Personnel Data System (MilPDS), Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA) Enterprise Output Manager (EOM) and others, and related systems interfaces. Provides technical support to include system security, user account management, user access and connectivity, and monitors application software releases. Analyzes agency procedures as they affect local automated and non-automated FSS processes and operations and recommends modifications to meet local requirements. Develops and analyzes management products to determine the adequacy and accuracy of the PDS database. Develops and implements quality procedures used to suspense and assist FSS work centers in correcting Transaction Registers (TR) and other-directed data assessment programs. Performs and manages TR analysis. Reports findings to the FSS Operations officer and/or Commander, FSS/MPS Superintendent and section chiefs and provides recommended management actions to correct negative trends. Identifies and corrects operational systems problems or coordinates with HQ Air Force Reserve Command, Network Operation Centers, Air Force Personnel Operations Agency, the Numbered Air Forces, and other appropriate agencies. Analyzes higher headquarters systems procedures and develops and implements local systems procedures.

What you need to qualify

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: To qualify for the GS-0201-7/9/11 level, applicant must have at least 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoW, or U.S. Air Force.
