MANAGER
What you'd do
You will serve as a MANAGER in the WEAPONS DEVELOPMENT AND PROTOTYPING DIVISON, RESEARCH AND ENGINEERING DEPARTMENT of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15. This position may be eligible for Supervisory Pay Differential of up to four (4) percent.
Major duties
You will serve as the Division Director for the Weapons Development and Prototyping Division, providing technical and administrative leadership. You will define long-term strategic goals and manage a multidisciplinary workforce engaged in the development, prototyping, and fabrication of energetic materials, components, and weapon systems. You will direct workload allocation, establish performance standards, conduct formal performance evaluations, determine training and developmental needs, and execute succession planning. You will exercise comprehensive financial and administrative oversight of the division’s operational budget, personnel funding, and technical program resources. You will monitor and guide project execution to ensure high-quality deliverables that meet strict Naval and Joint Force requirements while maintaining fiscal accountability. You will lead collaboration and integration initiatives across NSWC Indian Head and build strategic alliances with external stakeholders, i.e. DON, DoD, industry partners, academic institutions, and international partner nations You will align division capabilities with emerging Fleet requirements, securing and sustaining program sponsorship from existing and new sponsors. You will oversee the expansion and transition of advanced prototyping and weapons development capabilities, translating Fleet gaps into active, well-funded research, development, and fabrication program
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist leading the planning, execution, and direction of technical programs responsible for the development, prototyping, fabrication, or lifecycle support of energetic materials, components, or weapon systems to ensure strategic alignment with Naval and Joint Force mission requirements.
