About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. ARMY COUNTERINTELLIGENCE COMMAND REGION 6 - PAC - JB PEARL HARBOR.
Major duties
Directs and equitably assigns work among CI employees, adjusting workloads and modifying procedures to mitigate backlogs during shifts in priority. Evaluates employee performance, sets performance standards, provides counseling, and recommends awards or disciplinary actions across a subordinate team. Represents ACIC Region efforts and negotiates on the most controversial or crucial CI phases with senior members of DA, DIA, CIA, FBI, OSI, NCIS, DHS, and the broader IC. Communicates routine CI information to internal team members and immediate supervisors to support ongoing tasks. Develops, implements, and refines CI missions within the ACI Region to counter foreign intelligence entity (FIE) efforts.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Experience leading and managing counterintelligence missions across geographically dispersed subordinate locations; AND establishing and maintaining work relationships with senior members of the DA, DIA, CIA, FBI, and broader Intelligence Community to secure acceptance of, and defend, controversial or crucial counterintelligence policies and programs within an assigned region; AND developing, staffing, implementing, and refining counterintelligence missions to deny, disrupt, and dominate foreign intelligence entity (FIE) efforts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-14). You will be evaluated on the basis of your level of competency in the following areas: Information Management Intelligence Policy and Procedures Intelligence Staff Management Strategic Thinking Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
