What you'd do

You will serve as a PROGRAM ANALYST (LPD/LHA Post Delivery Assistant Program Manager (APM)) in the Amphibious Warfare Program Office, PMS 377, of DPAE Expeditionary & Mine Warfare.

Major duties

You will support the Post Delivery Principle Assistant Program Manager (PAPM) in managing Post Delivery planning, execution and budgeting for Industrial Post Delivery Availabilities (IPDA), and Post Delivery Availabilities (PDA). You will support Fitting Out Availabilities (FOA) and Post Shakedown Availabilities (PSA) and act on the PAPM's behalf as needed. You will coordinate and lead across shipbuilders, SUPSHIPs, Ships Force, and other stakeholders to align post-delivery execution with fleet schedules and operational commitments. You will track, manage, and drive resolution of technical issues, design deficiencies, and production shortfalls identified during trials and post-delivery execution. You will lead risk identification and mitigation efforts related to cost, schedule, and technical performance during the post-delivery phase. You will negotiate and resolve complex issues among stakeholders with competing priorities. You will ensure configuration control, completion status tracking, and accurate reporting of all post-delivery work and system certifications. You will direct the end-to-end development, execution, and lifestyle management of the Shipbuilding and Conversion, Navy (SCN) 'Post Delivery and Outfitting' budget across Future Year Defense Program (FYDP) on behalf of the Program Manager. You will develop procurement contract packages, including preparation of Statement of Work (SOW), Contact Data Requirements Lists (CDRL), and other contract sections and attachments. You will develop plans, schedules and tasks for preparation of Acquisition documentation. You will prepare financial plans and budget submissions and update and defend them as appropriate as the project progresses. You will develop, review, and execute plans for ship post-delivery industrial availabilities. You will lead, direct and guide cross functional teams in the planning and execution of highly complex shipbuilding post- delivery and related projects. You will function as the primary or secondary Contracting Officers Representative (COR) for assigned contract(s). You will establish a schedule of major milestones and monitor ring plans, program progress and resources for conformance with PAE Maritime NAVSEA requirements and plans. You will provide directions to field activities, contractors, and supporting activities with respect to performance, cost and schedule. You will monitor the accomplishment of all authorized and approved work items, including growth and new work items. You will develop and authorize Task Planning Sheets (TPS) utilizing NAVSEA Enterprise Planning System (NEPS) to document funding phasing plans, statements of work, and material procurement requirements to ensure milestones and deliverables are met. You will make programmatic decisions with respect to schedule and cost trade-offs as required to enhance the outcomes of post-delivery activities in alignment with program goals. You will establish and maintain close liaison with equipment manufacturers, shipbuilders and users to be proficient in all aspects of assigned activities.

What you need to qualify

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector analyzing and leading acquisition planning, integration, and management of Post Delivery activities to improve ship platforms for shipbuilding program. .
