Human Resources Officer
What you'd do
This position is located at Bureau of Engraving and Printing, within the Office of Human Resources. As a Human Resources Officer, you will be responsible for the overall direction and management of the Bureau's human resources management (HR) program, its HR program operations, and the integration of the HR initiatives into, and in support of, the overall BEP resource management program for both (Washington, DC and Fort Worth, TX) facilities.
Major duties
As a Human Resources Officer, you will: Exercise full administrative authority for employees assigned to the Office, including subordinate supervisors, in accomplishing objectives and fulfilling program demands. Participate in operational planning with top level management to determine the effect of proposed changes to the human resources management programs. Direct a program and staff concerned with providing advice and guidance, and administering the following human resources functions: development of personnel policies applicable Bureau-wide; labor relations and negotiations for Bureau-wide coverage and local issues; employee relations to include performance and awards management; discipline; employee training and development; staffing services to include, recruitment and outreach, OPM certification requests, merit promotion, special hiring authorities; pay-setting and administration; position management and classification services; benefits and services (health insurance, life insurance, retirement, incentive awards, external awards, etc.); HRIS ; SES program management; and special projects, serving as OHR coordinator for all functional areas on special, complex assignments and projects. Serve as advisor to Senior executives, managers and supervisors, and provides guidance and assistance to supervisors and employees on all areas of human resources management regulations, policies and laws. Analyze and evaluate workforce plans, employment trends, budget development and implementation, complex-wide studies and human capital management assessment tools and programs.
What you need to qualify
You must meet the following requirements by the closing date of this announcement. For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Advising leadership on workforce composition and long-range workforce planning strategies; AND Leading restructuring initiatives, consolidations, and realignment efforts to support evolving business needs; AND Supervising a staff of Human Resource professionals responsible for Staffing, Recruitment, and Classification functions; AND Leading labor union/management relations and bargaining negotiations; AND Guiding Human Resource policy development and compliance operations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
