What you'd do

Provides guidance, operational direction and administrative services supporting activities protecting the health, welfare and value of our nation's plants, animals and natural resources. Leads complex studies, evaluates programs, and develops recommendations to improve agency operations, resolving issues, and strengthen mission delivery, while enhancing program readiness and effectiveness. APHIS is an emergency response agency.

Major duties

The duties may include, but are not limited to: Provides support for property/financial/HR management, purchasing and logistics coordination, contract review, budget planning, program analysis, and other administrative policies and services. Assists with researching, analyzing, and evaluating the effectiveness, efficiency, organization, methods, and procedures of administrative program operations. Coordinates with program staff to assist with compiling material and planning for annual high-level Commission meetings including the proposed annual budget and work plan. Retrieves, aggregates and correlates development data to assess the current state of the workforce’s development against emerging, anticipated or future requirements. Provides a wide range of advisory services for employees, hiring managers and leadership. May work collaboratively and diplomatically with foreign government partners as well as program stakeholders in the private and public sectors, to advocate and advance US Government goals and interest.

What you need to qualify

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Note: There is no education substitution for this grade level. Experience of department/agency policy, procedures and federal regulations governing a wide range of administrative services functions to design, plan and implement business process improvement projects in an appropriate fashion and assist in the delivery of support services. Analytical skills and experience in designing, programming, and monitoring databases for branch activities and developing trend analysis necessary for decision making, problem solving, and executing administrative support programs. Researching, analyzing, and interpreting program data from a variety of sources with the ability to provide written summaries in a clear, concise, and comprehensive manner meaningful to those in policy-making and decision-making positions Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
