What you'd do
This position is located inSequoia and Kings Canyon National Parks, in the Visitor and Resource Protection Division. Career-Seasonal appointments are permanent positions and include the same benefits as permanent appointments, but do not provide work on a year-round basis. You will work for approximately 11 months, and you will be in a non-pay status for the remainder of the year (4 weeks/2 pay periods from early February to early March).
Major duties
The incumbent serves as a Dispatcher for a Public Safety Communications Center that operates 24 hours a day, 365 days a year. The Center provides primary telecommunication and logistical support for day-to-day non-emergency communications and complex all-risk incidents including law enforcement, emergency medical dispatch, search and rescue, structural fire, and 9-1-1 services to the public. Such support is for Sequoia and Kings Canyon National Parks, Channel Islands National Park and Pinnacles National Park. The Center also provides secondary law enforcement telecommunications, information gathering and dissemination for the other federal agencies including: US Forest Service personnel assigned to the Sequoia and Sierra National Forests, Sequoia National Monument, and Bureau of Land Management personnel assigned to the Bakersfield Field Unit and Redding Field Unit. Major Duties include: Receives and evaluates all 9-1-1 telephone calls or other public emergency calls. Determines priority of response and initiates appropriate response of law enforcement, emergency medical, search and rescue, and fire suppression personnel. Performs general Communications Center duties such as filing, typing, copying, scanning, maintaining updated weather information, shredding of designated paperwork, processing mail-in violations notices, or providing copies of case incident reports to authorized individuals or entities. Enters and accesses information in the park incident reporting system to complete required reports and assist in investigations. Safeguards confidential information. Information of this type includes criminal history information, details of investigations in progress, and details pertaining to the movement of visiting dignitaries. Ensures the security of the NCIC terminal and related documents assigned to the Communications Center in compliance with NCIC standards. Using judgment, initiative, and through training, coordinates and initiates appropriate emergency responses to emergency and non-emergency situations. Thorough knowledge of an accepted risk management system, promotes the safety of emergency and non-emergency responders and the visiting public by assessing the needs of each call for assistance individually and initiating an appropriate response to limit the severity of the situation. Duties will be developmental in nature when filled below the full performance level. Requirements Continued... As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. All candidates must also meet Time-in-Grade requirements (if current permanent employees). To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: EXPERIENCE: At least one year of specialized experience equivalent to at least the GS-04 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: dispatching information for public safety in a communications center, information desk, recreation area, or on a wildland fire; working as a switchboard operator or other job involving the concurrent answering of multi-line telephone systems; or producing criminal reports through a computer system. You must include hours per week worked. -OR- EDUCATION: Successfully completion of four years of education above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected). -OR- Successful completion of a combination of education and experience as described above. NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year is creditable toward meeting the specialized experience requirement). One full academic year of study (30 semester hours or 45 quarter hours) beyond the second year is equivalent to 6 months of specialized experience. For example, I have 6 months of the specialized experience described above (50% of the experience requirement), and 3 years of college study from an accredited institution (50% of the qualifying education). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
