What you'd do

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Chief Financial Operations Office, Budget Division. The incumbent performs a full range of budgetary functions and duties associated with all phases of the FPAC-FBC-BD budget process for certain assigned program areas and implements budgetary policies affecting the financing.

Major duties

Serve as a senior budget analyst leading complex budget formulation and execution efforts for all FPAC Agencies. Lead the development and implementation of fiscal controls for assigned FPAC programs and appropriation accounts. Oversee budget execution of appropriated funds for budget allotments and budget allocations. Monitor program spending (obligations and outlays) and prepare financial reports and analysis to support senior leadership decision making. Lead the development and monitoring of financial operating plans ensuring alignment with approved funding level and Anti-Deficiency Act requirements. Independently review and recommend reprogramming actions, allotment adjustments, and funds transfer based on execution rends and budgetary policy requirements. Prepare Congressional Justifications, budget exhibits, hearing materials or written testimony and Questions for the Records (QFRs) in support of agency budget submissions to the Department, OMB and Congress. Advise senior management, leadership program managers and budget staff on all phases of budget formulation and execution for FPAC. Lead coordination with the Office of Budget and Program Analysis (OBPA), OMB and Congressional staff on budget submissions, apportionment requests and responses to Congressional inquiries.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement. Specialized Experience Requirement For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: (1) Independently leading complex budget formulation and execution activities accounts or programs simultaneously, including developing and integrating Agency Estimates, Department Estimates and President's Budget submissions; managing financial operating plans, approving allotments and fund transfers within delegated authority; and ensuring compliance with Anti-Deficiency Act and apportionment requirements. (2) Independently developing and presenting budget strategies, reprogramming recommendations and resource allocation options to senior leadership in response to changing legislative, policy or programs affecting multiple agencies accounts. (3) Serving as a recognized technical authority in interpreting and applying Congressional legislation, appropriations acts, GAO decisions, and Departmental and policy directives to complex and ambiguous budget situations affecting assigned programs; independently resolving issues where established guidance does not apply. (4) Independently preparing and finalizing Congressional Justifications, budget exhibits, Questions for the Record (QFRs), hearing materials, and well written testimony, including leading coordination and clearance through the Department with minimum supervisory involvement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is subject to all applicable laws, regulations, and policies under the direction of Agency. Selection does not restrict the Agency from any future reorganization or realignment efforts. If a change in duty location is required after selection due to a directed reassignment, relocation expenses will be reimbursed in accordance with Federal Travel Regulations. Declination of a directed reassignment could result in your removal from Federal service.
