What you'd do

This position is located in the District of Columbia Court of Appeals. The District of Columbia Court of Appeals is the highest court for the District of Columbia. It reviews final decisions and certain temporary ones made by the Superior Court of the District of Columbia. The Clerk of the Court of Appeals serves as a principal advisor to the Chief Judge and Executive Officer on court administration, strategic planning, operational performance, and service delivery within the Court.

Major duties

Major Duties of the Position: Directs the day-to-day operations of the Court of Appeals. Implements policies as determined by the Joint Committee on Judicial Administration and the Court's Board of Judges. In collaboration with the Chief Judge, develops and oversees the Court's operating budget. Responsible for the operational oversight of the Clerk's Office, Public Office, Legal Division, and Committee on Admissions & Unauthorized Practice of Law. Serves as Secretary of the Bi-Annual Judicial/Bar Conference of the District of Columbia. Responds to inquiries from counsel and others concerning court rules, procedures, and policies. In coordination with the Chief Judge and Executive Team, works to develop and implement strategic and operational goals and performance measures for the DC Court of Appeals. Provides strategic leadership for technology modernization initiatives by collaborating with Superior Court and Court System divisions to advance innovative, secure, and efficient technology solutions.

What you need to qualify

Required Education & Experience: Graduation from an accredited university with a Law degree and a minimum of ten years of extensive senior executive leadership experience, preferably within courts, government, or public sector institutions. Additionally, demonstrated experience leading organizational transformation and operational improvement initiatives. Must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial Court under the U.S. Constitution. Additionally, must obtain a DC Bar membership within six months of appointment and must maintain the status throughout the duration of employment. To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level leadership and management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed in How to Apply, and the duties associated with this position. Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector. Candidates must possess senior level construction management and technical experience. Candidates experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and technical, as well as program knowledge, skills, and abilities outlines under the five CESCQ. Failure to meet the basic qualifications and address the CESCQ factors automatically disqualifies an applicant. The incumbent should be an enthusiastic and engaged professional who enjoys working with a diverse group of Court personnel and customers and lives the DC Courts' values of Accountability, Excellence, Fairness, Integrity, Respect, and Transparency.
