What you'd do

This position serves as the Equal Employment Specialist for the Equal Employment Opportunity (EEO) Program functions for a medical center facility within the Veterans Health Administration (VHA). The position assists the EEO Manager in planning, development, implementation, evaluation and monitoring of the program.

Major duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include: Coordinating, planning, developing, administering, and providing guidance related to the Equal Employment Opportunity Program to employees and management. Interpreting policy, laws and regulations and developing and implementing policy and training programs. Serving as the Harassment Prevention Coordinator and administering the harassment complaint process. Processing Equal Employment Opportunity complaints filed by employees and applicants for employment. Assisting with the administration Alternative Dispute Resolution (ADR) program, coordinating and tracking mediation and facilitation sessions. Providing guidance and technical expertise to Special Emphasis Program Managers assessing training needs and implementing training plans and programs. Compiling and analyzing statistical data and demographic trends to evaluate progress of the Equal Employment Opportunity Programs. Responsible for a variety of annual reports. Planning, coordinating, and executing special observance events. Preparing, reviewing and drafting correspondence for senior level officials and maintaining professional communications. Providing advisory services to all levels of management regarding the requirements and implications of the EEO office services. Reviewing and implementing projects that impact the operations of the organization, and determining program effectiveness through periodic assessments. Performing other duties as assigned. What you need to qualify

IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING REQUIREMENTS: SPECIALIZED EXPERIENCE: You must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes developing, implementing, and evaluating Equal Employment Opportunity (EEO) Program initiatives in a large organization; developing and presenting EEO related training programs; developing and maintaining statistical data regarding the complaint process; responding to routine inquiries from complainants; providing administrative support such as coordinating/planning the logistics for meetings, trainings, and other related duties for the program. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) ~OR~ SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, from an accredited college or university that is directly related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Equal Employment Specialist. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION) ~OR~ COMBINATION OF EXPERIENCE AND EDUCATION: You must possess equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Program Specialist position and must have been obtained in an accredited college or university.
