As an Equal Employment Specialist, you will promote equal employment opportunity (EEO) in the workplace by guiding employees and management through the EEO programs and by overseeing the proper, confidential, and lawful handling of issues in compliance with federal EEO laws and Agency policies.

Major duties

Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Civil Rights and Equal Employment Opportunity and are assigned based on the need of the agency. Performs comprehensive analysis, fact-finding, and investigative techniques to identify and resolve complex and sensitive EEO complaints and/or formal complaint processing in compliance with applicable laws, regulations, and policies. Manages a case inventory of EEO complaint counseling and/or formal complaints processing and coordinates all actions to meet required timelines, confidentiality standards, and federal reporting requirements. Evaluates investigative reports and creates other reports and supporting documentation to ensure pertinent issues are addressed and findings are well supported and comprehensive enough for an Agency decision. Facilitates discussions to resolve complex and sensitive EEO issues. Serves as a recognized technical advisor to managers, employees, and impacted parties. Promotes EEO program awareness and risk mitigation throughout the Agency by communicating, educating and advising on program requirements, changes and initiatives.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 07/24/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Completing EEO case evaluations or investigations and recommending solutions to complex problems with conflicting issues impacting EEO accommodation needs or complaints of discrimination Providing expert guidance on EEO programs or projects that involve interpretation and application of highly technical and complex legal and policy issues. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build criteria competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer service.
