Major duties
The Director has overall responsibility for coordinating and implementing Department-wide efforts and initiatives for USDA's facility, personnel security and safety, and facility emergency management. Orchestrates communications, and working across agency lines to ensure a rapid, effective, coordinated USDA response to situations affecting the security of facilities, property and personnel. Oversees, develops and/or delivers training to the security, safety, protection and emergency management workforce. Initiates, facilitates and promotes activities to foster security awareness within the Department. Responsible for overseeing development and implementation of security risk management plans and countermeasures for ongoing evaluation of security trends, evolving threats, and vulnerabilities to mitigate risk. Oversees and directs facility emergency management and response. Reestablishes and oversees and operates a 24/7 Emergency Operations Center (ECC). Responsible for coordination with Federal Protective Service (FPS), DC fire and ambulance, DC Police Participates fully with the Secretary, Deputy Secretary, and other principal officials in establishing, and effecting, broad policies and objectives as they relate to the administration of USDA's security programs operations. Ensures full compliance with regulatory and statutory aspects of personal security and logistics support, including oversight of the USDA Medical Assessment Program and Physical Fitness Standard requirements for Executive Protection Special Agents.

The incumbent must meet qualifications required to obtain a Special Deputation by the United States Marshals Service; including at minimum: having successfully completed an accredited basic law enforcement training program (civilian or military); having at least one year of previous law enforcement experience; and not having been convicted of a crime of domestic violence as defined in Title 18, USC Section 922 (g) (9) Lautenberg Amendment. LAUTENBERG ACT: The duties, activities, or responsibilities of this position require the employee to use firearms or ammunition or other duties, activities or responsibilities covered by the Gun Control Act (Title 18, U.S.C .., 922). Any person who has been convicted of a qualifying crime of domestic violence is not eligible for this position. Candidates selected for this position will required to certify they have not been convicted of a misdemeanor crime of domestic violence prior to assuming the duties of the position. TECHNICAL QUALIFICATION (TQ): In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s). Describe your demonstrated experience leading law enforcement, security or protective operations programs. In your examples, describe your role in directing responses to significant or critical incidents, including how you coordinated with internal and external stakeholders, made high-risk decisions under pressure, and developed or implemented policies, strategies or procedures to alleviate future threats. Describe your demonstrated experience leading enterprise risk management and security programs to protect personnel, facilities, information, and other critical assets. Include examples of developing and implementing comprehensive risk assessments, establishing security policies and countermeasures, allocating resources based on risk, and collaborating with partners to address evolving threats.
