What you'd do

You will serve as a Program Analyst in the Supply Management Department of NAVSUP FLT LOGISTICS CNTR SAN DIEGO.

Major duties

You will provide technical advice and assistance to staff managers, functional program managers, and employees on submitting procurement requirements. You will build complete purchase request packages in Navy ERP for a broad range of equipment, commodities, and services. You will verify the completeness and/or adequacy of purchase descriptions, supporting documentation, and obtain vendor quotes, as required. You will monitor leased vehicles, maintenance, and service accounts for Supply Management Department, identifying changes in billing history and identifying billing discrepancies. You will develop the annual budget for the Supply Management Department. You will review open obligations in the Tri-Annual Review database for all Supply Management Department procurements and research required data sources and take corrective action to close out the open obligations.

What you need to qualify

GS-07 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: 1) Assist with annual budgets and process procurement requirements; 2) Analyze procurement data and develop recommendations for potential cost savings; 3) Provide technical advice and assistance on submitting procurement requirements; 4) Prepares purchase requests with assistance utilizing the appropriate procurement method, to include government purchase card, contract, project order, work order, or standard stock system; and 5) Ensures all renewal contracts, services, and leases do not have a break in service between fiscal years, or result in unauthorized commitments. GS-09 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: 1) Assist with annual budgets and process procurement requirements; 2) Analyze procurement data and develop recommendations for potential cost savings; 3) Provide expert technical advice and assistance on submitting procurement requirements; 4) Prepares purchase requests utilizing the appropriate procurement method, to include government purchase card, contract, project order, work order, or standard stock system; 5) Ensures all renewal contracts, services, and leases do not have a break in service between fiscal years, or result in unauthorized commitments; and 6) Reviews and certifies invoices, ensuring that billings are attributed to the proper funding source.
